Philibert Challan Belval is the Founder & CEO of Asia Relocation and Director for Asia Relocation Vietnam.
He has over 15 years of experience in international relocation, global mobility, and cross-border moving operations across Southeast Asia.
He directly oversees:
- International relocation services in Vietnam
- International moving operations to and from Vietnam
- Corporate mobility and expatriate support
- Content accuracy related to relocation, immigration, and moving processes
His expertise is based on hands-on operational experience, including the structuring and development of in-house relocation services in regulated environments such as the Philippines, Vietnam, and Thailand.
Country Lead – Thailand
Luca Mencarelli leads Asia Relocation’s operations in Thailand, combining hands-on expertise in international moving, relocation coordination, and cross-border logistics.
His role focuses on structuring and supervising relocation activities in Thailand, with direct involvement in:
- Operational delivery and service execution
- International moving coordination and logistics flows
- Local team management and process reliability
- Oversight of relocation and immigration-related content
His experience comes from managing relocation assignments in environments where regulations, timelines, and client expectations must be carefully aligned.
In Thailand, where administrative processes and requirements can vary, his approach is based on operational clarity, anticipation, and practical execution.

Marc Le Lay is Country Manager of Asia Relocation Philippines and Editorial Director for the Philippines.
He has over 20 years of experience in Asia, including senior leadership roles in international operations and service-driven organizations.
He directly oversees:

- International moving operations to and from the Philippines
- Local operational teams and service delivery
- Content validation related to relocation, moving, and immigration processes
